Session 1: 1:00 pm to 2:50 pm

Course Title: How to commit a Murder Rate Study and get away with It.

Course Description: During this presentation, you will learn the primary components of a utility rate study and how you can complete a rate study on your own. There is a multitude of tasks that can be included in a rate study, this presentation will provide you with an overview of the most common tasks that are performed during a rate study including the preparation of a financial forecast and the design of retail service rates, impact fees, and other miscellaneous fees. You may have heard the term “revenue sufficiency” which loosely refers to the financial forecast for a utility or enterprise fund. We will discuss why revenue sufficiency is important for utilities and enterprise funds, what information you will need, and how you can prepare your own forecast and financial model (in Microsoft Excel). We will then talk about how to calculate monthly base and volumetric tiers that are fair, reflect the actual “cost-of-service” being provided, and incentivize conservation. Next, we will learn about impact fees, what they are and how they are calculated and applied to new development. We will end the session with a discussion about miscellaneous fees where we will learn about providing these one-time services and how you can calculate the full cost of providing these services to your customers.

Economic Insights and Investment Strategies        

Course Description: 

A record-breaking rise in interest rates, coupled with inflation, Russia’s war in Ukraine and recession fears sent markets tumbling in 2022. With that behind us, some say a calmer 2023 may be in store  for investors with inflation falling, and the Fed signaling that it may be towards the end of its tightening cycle. How does that affect local government??? This session is focused on these and other current economic indicators, and more specifically their relevance to cash management, investments and overall financial decision making. Participants will gain an understanding of how to interpret and utilize this data when making decisions related to daily operations, forecasting, liquidity management, borrowing, and optimizing their investment portfolio.
